A hot spot for investment in China: The Ordos High-Tech Industrial Park Ordos is an emerging city in Inner Mongolia Autonomous Region of China, extremely rich in natural resources, dubbed as "羊煤土气" - "sheep, coal, rare earth, gas". Ordos is one of the richest regions in China with a nominal per-capita GDP of $33,033 in 2013. Ordos has a population of about 2 million inhabitants with majority of Han Chinese and less than 10% of Mongolia Chinese. The Ordos High-Tech Industrial Park was set up in May 2011 with a planning area of 120 square kilometres. This park is crucial part in the construction of the city center with an outlook of "one core, one circle, one belt”. The Ordos High-Tech Industrial Park is the high-tech industrial development zone on the Inner Mongolia level, and is applying for a high-tech zone on the national level. The Ordos High-Tech Industrial Park is mainly focused on research and development (R&D), personnel training, and business incubator, supporting the development of new energy, energy saving and environment protection, clean coal technology; cloud computing and intelligent equipment; new materials; biomedicine; and combination of modern service industries – all these together forming the so-called "3 + 5" high-tech industries. The industrial park is positioned as a high-end talent gathering place for innovation and entrepreneurship, a management reform pilot area for special talents, a pilot area for strategic emerging industries, a resource-rich base for industry transformation and demonstration. After several years of development, the high-tech park has become the core carrier of scientific and technological innovation and industry transformation for the city of Ordos, leading economic transformation and upgrading, promoting the urban development. Particularly outstanding performances are due to the following factors: 1. Favourite policies warrant the development with immediate effects. The municipal government of Ordos issued a series of preferential policies to attract high-level personnel and high-tech industrial projects, to further accelerate the construction and development of the high-tech park. 2. Sound infrastructure provides excellent hosting environment for projects. The hardware conditions reached the requirements for projects and personnel. 3. Vigorously promote large scale investments which are the vitality sources of developments. Five specialty merchants bureaus were established to play active roles in information dissemination, and timely locking up high-end objects in industry chains and value chains. Actively build large science and technology markets in Ordos to provide platforms for technology exchange and scientific achievement transformation. 4. The high-tech park is a gathering place of project and personnel resources for further development. The park introduced a total of 101 projects, including 11 industrial projects, 55 business incubator projects, 14 research institutions (3 academician work stations), 2 information consulting firms, 21 service enterprises and reached more than 50 tentative projects and reserved nearly 80 projects, forming basically a complete industrial chain. Established collaboration relationships with the Chinese Academy of Sciences, Chinese Academy of Engineering, Tsinghua University, Peking University, Xi'an Jiaotong University, University of Wisconsin and other well-known institutions and universities. Introduced more than 200 persons in high-tech innovation and entrepreneurship including 2 academicians of Chinese Academy of Sciences, 1 academician of China Academy of Engineering. In accordance with the general idea of "three-year steady progress, five-year leap development" Ordos supports and strengthens the leading role of technological innovation, actively develops low-carbon energy industry and strategic emerging industries. The Ordos high-tech park will continue to enhance the transformation capacity of scientific and technological achievements, to enhance the capability of independent innovation. The high-tech park will strive hard on capital operations and building project protection mechanism, building investment and financing platform and strengthening financial services. Major focusing areas are: 1. New energy sources. Development of energy storage industry (lithium-ion batteries, super capacitors, super batteries, compressed air energy storages, vanadium redox flow batteries, energy storage bidirectional converters), smart grid equipments (high-voltage switches, extra-high voltage transformers, electronic current transformers and other smart substation equipments, ring main units, distribution automation equipment such as amorphous alloy transformers). 2. Clean coal technology. Development of coal mining and processing equipments, chemical equipments, coal burning power plants. 3. Energy saving and environmental protection. Development of comprehensive water resource utilization technology (bio-film technology based water resource utilization technologies, complete sets of water resource utilization equipments, water treatment chemicals and related services), denitration industry (denitration catalyst, low-carbon combustion equipments, SCR (selective catalytic reduction) denitration equipment and engineering design, operation and maintenance in denitration services), solid waste utilization (waste recycling equipment, reprocessing equipment, landfill equipment, garbage incineration equipment), environmental monitoring and services (air and water pollution monitoring equipments and related services). 4. Cloud computing. Development of data center industry (Internet Data Center (IDC) operations, manufacture of data center equipments based on cabinets, UPS (uninterrupted power supply) and other equipments), cloud IOT (internet of Things) (including two-dimensional code of perception layer, sensors and chips, middleware in the network layer and the IOT technology application services), Software as a Service (SaaS) industry (desktop tools, business management and application development services). 5. Intelligent equipment. Development of key basic components (servo systems, industrial robots, valves, hydraulic components), intelligent monitoring and control systems, CNC (computer numerical control) machine tools (CNC metal cutting and forming machine tools, special processing machine tools, middle- to high-end CNC systems). 6. New materials. Development of new metal materials, chemical materials, ecological building materials, energy storage materials (lithium-ion battery materials, flow cell materials, super capacitor materials, etc.). 7. Biomedicine. Development of modern Chinese medical drugs, chemical drugs, biological drugs, medical devices, health care and other fields. 8. Modern service industry.
